This relates to the period 2266 to 2373. 2266 equates to [TNG] Season 3; well into that year the [TNG] Seasons 1 and 2 uniforms were slightly amended. The amended uniforms endure for the rest of [TNG] i.e. up to and including 2370, a year before the [Voyager] series begins. This means that the USS Enterprise NCC-1701-D crew carry on wearing the uniform even though a version new to tv viewers is seen in the next Star Trek series [DS9] and whose first two Seasons are aired at the same time as the last two Seasons of [TNG]; that new version is presented as simply a variant of the existing uniforms system.

For the new [Voyager] series, no changes to the uniform were made and so the USS Voyager crew wear the same uniform variants as seen in the first two Seasons of [DS9]. However, a re-styled Starfleet emblem/combadge is introduced for [ST VII: Generations] and the [Voyager] series and it is thus adopted by Starfleet from 2371.

The new emblem/combadge appears in [ST VII: Generations], [DS9], [ST VIII: First Contact], [Voyager] of course, [ST IX: Insurrection] and [ST X: Nemesis].

COMMAND UNIFORM AND VARIANTS

 

source ST:M COMMAND UNIFORM
This version of the command uniform differs from its predecessor of 2265 in these ways:
  • it has a stand-up collar on which the rank pips are displayed
  • the uniform is a two-piece, with separate shirt and trousers (often the crew, especially Picard, can be seen re-adjusting the shirt by pulling it down as it tends to ride upward)
  • the coloured braiding (in the appropriate departmental colour) has been removed; this includes removal of the braid so that it no longer forms the lower part of the collar; it also includes removal of the braid from the vent at the bottom of the trouser legs where previously it had been used as edging (the vent itself remains)

  •  
The uniform is unisex. The Starfleet emblem (incorporating a personal communicator so that the combined device is commonly known as a 'combadge) continues to be worn on the left breast. The front vents at the bottom of the trouser legs remain, as they allow the bottom of the trouser leg to drape neatly across the top of the black boots.

The above-mentioned changes to the uniform design also apply to the other standard duty uniforms. The stand-up collar, on which the rank pips are located on its right-hand side, allows an officer's rank to be displayed more clearly than on the previous version of the uniform.

source ST:M COMMAND VARIANT
This variant of the command uniform is gradually introduced in the late 2360's. It is first seen in [DS9], in 2369. The same uniform is worn until 2373, although from 2371 the re-styled Starfleet emblem/combadge is worn.

In the drawing and in early [DS9] screenshots, the pre-[Voyager] Starfleet emblem is worn. Once the new Starfleet emblem is introduced, as Voyager (both ship and series) gets under way, it is adopted throughout Starfleet and therefore is worn in [DS9] from then on. The new emblem/combadge appears in [ST VII: Generations], [DS9], [ST VIII: First Contact], [Voyager] of course, and [ST X: Nemesis]. source: Encyclopaedia

COMMAND VARIANT (from 2371)

This is the uniform version that is worn by USS Voyager crew. It is the same as the command variant shown immediately above, but the colour of the broad horizontal stripe across the shoulders is the colour of the wearer's division - red for command, blue (although it is actually a blue-green) for the science and medical divisions, and gold for the security and engineering divisions. The command variant is worn with the new version of the Starfleet emblem introduced in 2371. That combination of uniform with combadge is what the USS Voyager crew wear throughout their sojourn in the Delta Quadrant, from 2371 to the end of 2377.
