| Constitution of the United Federation of Planets (/ Starfleet Directive 101) | Historic document drafted in 2161 which outlined the framework by which the UFP is governed for the mutual benefit and protection of member planets and individual citizens. All persons aboard a Federation starship are guaranteed the fundamental individual rights enshrined in the Constitution [TNG: The Perfect Mate]. I believe that the Articles of Federation is either an earlier or later draft of this document or the legal enactment thereof as the Constitution, but not the Articles, contains the "Seventh Guarantee" protecting citizens against self-incrimination [TNG: The Drumhead]. Starfleet Directive 101 (see Starfleet General Orders and Regulations supports the principle of the Seventh Guarantee by establishing a suspect's right to remain silent [#32 Meld].
Section 7 gamma of the Twelfth Guarantee states that an 'artist' is defined as a person who creates an original artistic work. Tuvok cites this to the Federation Adjudicator in [#166 Author, Author] during a three day hearing to determine whether the Doctor, as a hologram, is a person under Federation law and, if so, has the right to control his work and its distribution. |

| Earth Station McKinley | This is a Starfleet shipbuilding and repair facility in permanent orbit about Earth, being a large orbital platform supporting several large articulated work arms designed to service even the largest starships such as the Galaxy class [TNG: The Best of Both Words, Part Two] [TNG: Family] [TNG: The Drumhead]. On stardate 54732.3, in [#166 Author, Author], a combined effort codenamed Operation Watson carried out by Seven, Harry and Lt. Reginald Barclay of Starfleet's Pathfinder team established the first transgalactic comlink. This enabled Voyager and Starfleet to communicate "live" for 11 minutes per day. | Federation Dilithium Processing Facility | These facilities mine for dilithium, which is a crystalline substance used in warp propulsion systems (as opposed to impulse engines) where it regulates the matter/antimatter reactions which provide the energy necessary to warp space so that spacefaring vessels can travel faster than the speed of light. Naturally-occurring dilithium is rare and it is mined on only a few planets. Certain planets are, however, abundant in dilithium and provide supplies to the Federation: Coridan (which became a Federation member in 2267) [TOS: Journey to Babel] and Troyius [TOS: Elaan of Troyius]. Natural dilithium had to be used but after 2286 (thanks to Spock, who travelled back in time) synthetic dilithium became available by the process of recrystallising natural dilithium crystals by exposure to gamma radiation (high-energy photons) that were by-products of nuclear fission reactions [Star Trek: The Voyage Home]. Dilithium is processed in a Federation Dilithium Processing Facility. One is pictured, and possibly the Facility is located at a dilithium mine as we see several holograms apparently mining it [#166 Author, Author]; between 11 and 675 holograms work at the Facility pictured (in [Life Line] Dr Zimmerman mentions the figure of 675). These 7-675 holograms were once Emergency Medical Hologram, version Mark 1. Although introduced as medical personnel they were withdrawn soon afterwards due to a poor reception which their creator Dr Zimmerman attributed to flaws in their personality subroutines: "Emergency Medical Hotheads, Extremely Marginal Housecalls - that's what everyone used to call the Mark 1s until they were bounced out of the medical corps. I tried to have them decommissioned but Starfleet in its infinite wisdom overruled me and reassigned them all to work waste-transfer barges." It is possible that one or more of the EMH Mark 1s still scrub plasma conduits on waste-transfer barges but, as mentioned, at least 11 work at the Federation Dilithium Processing Facility pictured. | ![]() The tv caption on the screenshot reads in part "Federation Dilithium Processing Facility, Alpha Quadrant". | Federation Medical Academy | School of medical instruction operated by the UFP [#102 Nothing Human]. The hologram of Dr Crell Moset hoped to present a paper to this Academy entitled 'Total Systemic Invasion of Klingon/Human Hybrid by a Cytoplasmic Pseudo-Parasite'. | ||
| Federation Naval Patrol | Ocean-going branch of the Federation. The young Tom Paris hoped to enter service in the Federation Naval Patrol but his father pressured him into joining Starfleet. Paris recalls these events when he pilots the Delta Flyer under the surface of the waterworld owned by the Monean Maritime Sovereignty. [#103 Thirty Days] | ||
| Federation penal settlement | It is not known how many penal settlements the Federation administers. One is located in New Zealand, on Earth. Tom Paris served as an inmate there after being captured on his first Maquis mission, and in 2371 Janeway went there to talk him into joining her crew on USS Voyager as an observer. | Jupiter Station / Holoprogramming Centre | The planet Jupiter and its environs has always been an important location for strategic reasons: in 2367 Jupiter Outpost 92 was the first outpost to report that a Borg cube had entered the Sol System.
The exact commissioning date of Jupiter Station is unknown but dates to before 2367 because since that time the station has been home to Starfleet's holographic development team, led by the brilliant Dr Lewis Zimmerman who has made various breakthroughs in holographic technology. In [#144 Life Line] Voyager's Doctor describes him as "the father of modern holography". Dr Zimmerman is also the designer and creator of several versions of an Emergency Medical Holographic program. Voyager's Doctor is an EMH Mark-1. Dr Zimmerman was commissioned by Starfleet Intelligence to create a holographic experiment in microsurveillance. The result was Roy, a holographic fly, which Dr Zimmerman thereafter kept as a pet - Roy was allowed to fly around at will. However, in 2376 Roy was squashed when Voyager's Doctor, irritated by Roy's buzzing, slammed a book down on him. Picture of Roy (unsquashed). | security anklet | Device used by Starfleet authorities to keep track of a criminal or other prisoner. The device is worn around the ankle of a humanoid subject, and it contains a transponder which cannot be removed by unauthorised personnel without emitting an alert signal to Starfleet security officers. Presumably Tom Paris wore one, like other inmates of the Federation penal settlement in New Zealand, Earth [Caretaker]. | security access code / command codes | Password used by Starfleet personnel to provide positive identification, also supported by pre-programmed voice print, when requesting restricted computer functions or information e.g. Janeway's security access code in [#13 Cathexis] is "Janeway 8-1-4-alpha-6-5" and both [#33 Dreadnought] and [#37 Deadlock] (in [Deadlock] to activate Voyager's self-destruct) it is "Janeway pi 1-1-0". The length of time between those two episodes, stardate 49447 and stardate 49548.7 respectively, demonstrates the approximate minimum time between code changes. In [#57 Coda] Janeway's security access code is "Janeway lambda 3". In [#36 Investigations] the security access code for engineering personnel, overheard by Neelix and used by him later, is "omega 4-7". The casual use of the security access code indicates either poor security awareness/excessive trust on the part of Hogan or the low security rating given to that code.
In addition, aboard starships command officers have what are termed command codes which, if they fall into the wrong hands (and sometimes they do!), renders significant portions of ship's systems vulnerable to takeover by threat forces. In [#13 Cathexis], in case the hostile alien loose aboard Voyager takes over the body of, say, the captain the command codes are transferred to the EMH. In [#27 Maneuvers] the Kazon-Nistrim torture Chakotay to elicit Voyager's command codes. In [#13 Cathexis] it is established that only certain officers possess the command codes to eject the warp-core. |

| Starfleet Corps of Engineers | Special projects division of Starfleet. It was responsible for, among other projects, the construction of Dr Marcus' underground laboratory complex at the asteroid Regula at which the second phase of Project Genesis was conducted [Star Trek: The Wrath of Khan]. In [#89 The Omega Directive] Janeway makes a log entry referring to Dr Marcus and the Genesis project. When Ensign Kim ended up in an alternate reality, as depicted in [#22 Non Sequitur], he worked for the Starfleet Corps of Engineers and helped design a prototype runabout named Yellowstone, although incorrectly the organisation is referred to in that episode as "Starfleet Engineering Corps". | ||

Tom Paris reveals in [#4 Time and Again] that his father, Admiral Owen Paris, was a firm believer in the Prime Directive (aka General Order 1), and lectured his family on the subject once a year. |

| Starfleet Intelligence | The branch of Starfleet tasked with keeping the Federation Council and Starfleet Command informed of activities by alien powers which affect or might affect the Federation's interests.
In [#166 Author, Author], in order to get the Doctor's holonovel withdrawn from public distribution, Tuvok suggested that Starfleet Intelligence could request its withdrawal as it contained classified information. Paris replied that then it would look like a cover-up. A covert unit called Section 31 operates independently to identify and neutralise serious threats to the Federation [DS9: Inquisition]. Section 31 activity took place on an Intrepid-class starship, not USS Voyager but USS Bellerophon [DS9: Inter Arma Enim Silent Leges]. In the alternate 2404 future depicted in [#171 and #172 Endgame] a senior rank in Starfleet Intelligence is that of "director". | Starfleet Internal Affairs Department | Unit responsible for investigating allegations of wrongdoing by Starfleet personnel. This unit reports directly to the Federation Council. [DS9: Inquisition]. | ||
| Starfleet Medical | The hierarchy of Starfleet Medical has not been stated in Star Trek nor in canon sources. The Surgeon-General's office is mentioned in a [TOS] episode in a context that implied it was (at least at that time) the name of the supreme governing organ of Starfleet Medical. According to Starfleet medical procedures, a physician must be present to monitor treatment using arithrazine. Janeway orders the Doctor to give her 20 milligrams of this drug and she has the away team receive arithrazine injections before going to the planet surface [Season 4: The Omega Directive]. Arithrazine is a controlled pharmaceutical used by Starfleet to treat the most severe cases of theta radiation poisoning, and for innoculations. | ||
| Starfleet Medical Center | Seen in the alternate future of 2404 depicted in [#171 and #172 Endgame]. Starfleet Medical Center provides medical care for Starfleet officers, such as facilities for them to give birth. Torres in 2377 told her husband that she had expected to bring up their daughter on Voyager but when Admiral Kathryn Janeway travelled back in time to bring ship and crew home early it looked as if she might give birth at Starfleet Medical Center (she actually gave birth on Voyager just as the ship reached the Alpha Quadrant). The Center also cares for former officers with terminal illness: in the alternate future of 2404 Tuvok, suffering a degenerative neurological condition, had a room there. I say 'former' although it is possible that Tuvok technically retained his rank.
