The United Federation of Planets (or UFP) is an interstellar alliance of planetary governments and colonies united for mutual trade, exploratory, scientific, cultural, diplomatic and defensive endeavours. The organisation was founded in 2161 [TNG: The Outcast]. The name "United Federation of Planets" was first mentioned in [TOS: A Taste of Armageddon]. In 2373 the UFP comprised more than 150 member planets [the figure was chosen to approximate the member in Earth's United Nations, source Encyclopaedia], spread out across 8,000 light-years [Star Trek VIII: First Contact]. Membership of the Federation is subject to certain conditions e.g. the existence of a unified planetary government [TNG: Attached] and the lack of caste- or class-based discrimination [DS9: Accession].
According to source STSC, the full members of the UFP are as follows. Presumably the list is up to date at least as far as 2375, as attested by the presence of Evora. In [Star Trek IX: Insurrection], the Evora are given fast-track admittance to the Federation.

| ALPHA III/V | The Statutes of Alpha III form a landmark document in the protection of individual civil liberties, cited by Samuel Cogley when defending James T. Kirk during the latter's trial for murder in 2267. Cogley cited the document when Kirk was being denied the opportunity to face his accuser, the USS Enterprise NCC-1701 ship's computer and its records. [TOS: Court Martial].

| R2 C3 | ALPHA CENTAURI | Alpha Centauri is designated Sector 002 as it was the next to be explored by manned craft after Sector 001. Alpha Centauri is one of the nearest stars to Earth's solar system, some 4.3 light-years from Sol. In Earth's past, Kirk told United States Air Force officer Fellini that he was a little green man from Alpha Centauri and that it was a beautiful place to visit, [TOS: Tomorrow Is Yesterday]. Alpha Centauri was home to noted scientist Zefram Cochrane, who invented warp drive in the 21st century and who is mentioned in [#31 Threshold], [#76 and #77 Year Of Hell] and [#169 Homestead]. Alpha Centauri is located near Betazed, Vulcan, Andor, Earth, and Tellar, as noted in [DS9: In the Pale Moonlight]. Alpha Centauri, along with the latter four, became one of the founder members of the United Federation of Planets.

| ANTEDE III | Class-M planet whose government, in late 2365, made a bid for Federation membership. The Antedean is a fishlike lifeform, and finds space travel traumatic. Antede III is located some three days' warp travel from Pacifica. The ambassador and head of the Antedean delegation was later found to be an assassin who had conspired to blow up the Pacifica conference. [TNG: Manhunt] | |

| map | ARCHANIS IV | Fourth planet orbiting Archanis. While under the influence of the Beta XII-A entity in 2268, Pavel A. Chekov, an ensign serving aboard the USS Enterprise NCC-1701, said he had a brother named Piotr who was murdered by Klingons at the Archanis IV research outpost, but in fact Chekov had no such brother, [TOS: Day of the Dove]. The Klingons had an ancient claim to the planet that they relinquished in 2272. The sector surrounding Archanis came to contain several Federation starbases and military installations. A century later, in 2372, Klingon chancellor Gowron demanded that the Federation withdraw from Archanis IV and abandon all of the bases in the surrounding sector, [DS9: Broken Link]. Shortly afterwards, Archanis was conquered by the Klingons, [DS9: Apocalypse Rising] [DS9: Nor the Battle to the Strong]. Archanis, the star, was used by Sulu, while serving as helmsman aboard the USS Enterprise NCC-1701 (therefore, long before he is seen as a captain in [#44 Flashback]), as a navigational reference when the Enterprise was thrown across the galaxy in 2267 by the advanced civilisation known as the Metrons, [TOS: Arena]. |

Argelian cultural traits make it necessary to hire administrative officers from other planets. In 2267, Mr Hengist, priginally a resident of Rigel IV, while employed as a city administrator on Argelius II, revealed that his body was possessed by an evil energy lifeform that thrived on the emotion of terror and was responsible for several brutal murders. | ARIANNUS | Planet vital as a transfer point for commercial traffic. In 2268, Ariannus was infected by a bacterial invasion that threatened to destroy all life. The Starship Enterprise NCC-1701 conducted an orbital decontamination mission to save the planet. [TOS: Let That Be Your Last Battlefield] | |
| ARVADA III | This planet was the site of a colony where many people died in a terrible tragedy. Young Beverly Crusher (née Howard) was one of the survivors there, along with her grandmother, Felisa Howard. [TNG: The Arsenal of Freedom]. [TNG: Sub Rosa] establishes the grandmother's name. | |
| ASTRAL V | This planet contains an historical museum and repository for classic spacecraft. [TNG: Booby Trap] | |
| ATREA IV | Class-M planet. In 2370, it was discovered that the molten core of Atrea was cooling, causing dramatic seismic activity. Atrean scientists estimated the planet would become uninhabitable in 13 months. The USS Enterprise NCC-1701-D was sent to assist the Atrean government in their attempts to correct the problem. Officers, working with Atrean scientists Dr Pran Tainer and his wife Dr Juliana Tainer, developed a means to reliquify the planet's core to last for centuries. [TNG: Inheritance] | |

| R2 C3 | AXANAR | Planet that was the site of a major battle in which Starfleet captain Garth won a historic victory in the 2250s. James Kirk's first visit to Axanar was as a cadet on a peace mission, [TOS: Whom Gods Destroy]. Kirk was subsequently awarded the Palm Leaf of Axanar Peace Mission, this being one of his decorations read out during his court martial, [TOS: Court Martial]. Kirk noted that Garth's victory was instrumental in making it possible for Spock and him to work together as brothers, so Encyclopaedia says the Axanar battle apparently had something to do with holding the Federation together. |
| map | BA'KU | Planet in the region of Federation space located in Sector 441, which area is nicknamed the Briar Patch. The Briar Patch is full of supernova remnants, false vacuum fluctuations, and low levels of metaphasic radiation from interstellar dust in the region. The space matter made it dangerous for a starship to travel through the area at speeds greater than one-third impulse for fear of overheating the ship's manifolds. The Briar Patch was whimsically named for the tangled hardwood shrub that featured prominently in the Uncle Remus stories by Joel Chandler Harris, published in 1880 and 1883. In 2373, the Ba'ku became the intended focus of a forced relocation sanctioned by the Federation in order that Federation scientists in partnership with the Son'a could harness the rejuvenating metaphasic radiation within the Ba'ku planet's ring structure. The plan, contrary to the Prime Directive and Federation principles, was successfully thwarted by Jean-Luc Picard aided by his senior officers during deliberate insurrection. | BARISA PRIME | This planet is the site of a Federation settlement. Barisa Prime is located near the Federation border with the Tzenkethi. In late 2371, a Founder (a Gamma Quadrant species) posing as Ambassador Krajensky faked a distress call from Barisa Prime, claiming the Tzenkethi had attacked the settlement. In reality, no attack occurred. [DS9: The Adversary] | |
| BELTANE IX | Planet that serves as a centre for commercial-shipping space travel. Jake Kurland once threatened to run away to Beltane IX to sign onto a freighter. [TNG: Coming of Age] | |
| R4 C3 | BENECIA COLONY | Federation settlement. The Karidian Company of Players had been scheduled to perform at the Benecia Colony following their engagement at Planet Q in 2266. [TNG: The Conscience of the King]. (See also the entry for Planet Q, which is a Federation full member.) Dr Janice Lester had hoped to send her former self, when it imprisoned the mind of James Kirk, to the Benecia Colony in 2269. | R4 C3 | BRE'EL IV | Planet whose asteroidal moon was knocked out of its normal orbit in 2366 (it was already a Federation member at that time) by the nearby passage of a black hole or other celestial object. The moon's new orbit began to decay rapidly and soon threatened to collide with the planet's surface. Bre'el IV was heavily populated by a humanoid civilization that might have been wiped out if the moon did indeed hit the planet. The USS Enterprise NCC-1701-D made repeated attempts to return the moon to its proper orbit, but was unable to do so. | CAIRN | Planet inhabited by a humanoid society. The Cairn communicate telepathically and have no concept of spoken language. They applied for admission to the Federation in 2370. The Cairn exchange information telepathically, but unlike many other telepathic species their communications involve sending images instead of words. Like Betazoids, they can communicate telepathically only with other telepaths. The Cairn sent a diplomatic mission to the Federation Starship Enterprise -D in 2370. Betazoid ambassador Lwaxana Troi, mother of Deanna Troi who is seen in several [Voyger] episodes, accompanied the Cairn delegation so that she could use her telepathic abilities to help overcome the communication barrier. | CALDOS IV | Caldos Colony is a Federation settlement. Caldos was terraformed in 2271, one of the oldest terraforming projects undertaken by the Federation. The colony was patterned after the Highlands of Scotland on Earth. Each of the colony buildings contained a cornerstone from a Scottish building. Maturin, the Governor of the Caldos colony, although not from Earth, had a great appreciation of the heritage of Scotland. His family had visited Glamis Castle, in the Scottish Highlands, when he was a child, and Maturin had felt a kinship with the Scottish culture since that time. He felt it natural to move to Caldos, which was a re-creation of Scotland. In 2370, the colony experienced trouble with its weather control matrix, and the USS Enterprise NCC-1701-D, in orbit of the planet, was asked to assist. Felisa Howard was a resident of Caldos colony. | R2 C8 | CANOPUS II | The star Canopus, also known as Alpha Carinae, is a red super-giant visible from Earth. Canopus II is the second planet of the star system. Poet Phineas Tarbolde, a resident of the Canopus Planet, wrote 'Nightingale Woman' there in 1996, considered to be one of the most passionate love sonnets written in the past couple of centuries, [TOS: Where No Man Has Gone Before]. The USS Enterprise NCC-1701 visited the Alpha Carinae system in [TOS: The Ultimate Computer].
Canopus was used by Sulu as a navigational reference when the original Enterprise was thrown across the galaxy in 2267 by the advanced civilisation known as the Metrons, [TOS: Arena]. Canopus was used by Voyager and other N.A.S.A. spacecraft as a navigational reference. |

The Corvan gilvos, uniquely suited to live in trees as they closely resembled a tree branch for natural camouflage, were among the animals threatened by the loss of rainforest habitat on that planet. By 2368, only 14 gilvos specimens remained. The USS Enterprise NCC-1701-D transported two gilvos to the protected planet of Brentalia. The gilvos were momentarily threatened by a fire that broke out aboard the starship during their transport, but quick action by Commander Riker saved the animals, [TNG: New Ground]. | |

| DELOS IV | Although Brekka is stated by Encyclopaedia as being the fourth planet in the Delos star system, in [TNG: Symbiosis], it is probably not also called Delos IV and, judging from the situation in that episode, is not a member of the Federation. Beverley Crusher, later twice the chief medical officer aboard the USS Enterprise NCC-1701-D, did her internship on planet Delos IV under the tutelage of Dr Dalen Quaice in 2352. | DELTA IV | Homeworld to the Deltan civilisation. Starfleet officer Will Decker once served on this planet, where he met future shipmate Ilia, a native of Delta IV. [Star Trek I: The Motion Picture] | |
| DELTA RANA IV | Class-M planet that was home to a Federation colony which was destroyed by the Husnock in 2361. All but one of the 11,000 colonists were killed and the planet surface was ravaged. The one survivor, actually a Douwd travelling under the name of Kevin Uxbridge, used his enormous powers to destroy the entire Husnock race in retribution. Later, Uxbridge remained in self-imposed isolation on Delta Rana IV. Delta Rana IV has three moons. [TNG: The Survivors]. Delta Rana IV has not been removed from the list of Federation members cited by source STSC, which list is up-to-date at least to 2375 with the inclusion of Evora admitted to the Federation in 2375, [Star Trek IX: Insurrection]. | |
| DENEB IV (Alpha Cygni) | Class-M planet inhabited by a humanoid civilisation called the Bandi. The star Deneb is part of the constellation Cygnus (the Swan) visible from Earth. [TNG: Encounter at Farpoint] | |
| DENEVA PRIME | Considered by many to be one of the most beautiful planets in the galaxy, and with a population of over 1 million. Deneva was colonised in the 22nd century, and served as a base for interstellar freighting. The planet was infected by alien neural parasites in 2267, resulting in the death of many colonists. One infested colonist flew a small spacecraft directly into the Denevan sun. The sun's intense radiation drove the parasite from his body, just before the ship was incinerated by the sun. His attempt led science personnel from the Starship Enterprise NCC-1701 learning that the parasites were adversely affected by ultraviolet radiation. Enterprise personnel placed a series of satellites around the planet, bombarding the surface with sufficient ultraviolet radiation to eradicate the parasites. Among the colonists killed in 2267 were Aurelan and George Samuel Kirk. They were survived by their son Peter Kirk. [TOS: Operation - Annihilate!] | |

| DULISIAN IV | This planet was the site of a Federation colony that transmitted a Priority-1 distress call to the USS Enterprise NCC-1701-D while it was in orbit around Galorndon Core in 2368. (Stellar Cartography note: Galorndon Core) The colony reported massive failure of its environmental support systems. The distress call was later found to be a ruse sent in an attempt to dissuade the Enterprise's captain from interfering with the Romulan invasion of planet Vulcan. [TNG: Unification] | |

Gideon had a germ-free atmosphere and was once considered to be a paradise, but a spiritual inability to practice birth control resulted in a terrible population explosion, causing serious deterioration of the planet's environment. The government of Gideon applied for membership in the United Federation of Planets in 2268. During the admission review process, Hodin, leader of the high council of Gideon, engineered an elaborate plan whereby USS Enterprise NCC-1701 Captain James T. Kirk was captured and placed on an exact copy of his ship, in an effort to confuse and disorient him. In this ersatz Enterprise, Kirk was introduced to Odona, Hodin's daughter, so that she would contract Vegan choriomeningitis, a disease carried in Kirk's bloodstream. Odona had volunteered to die from the disease in the hope that her death would inspire others of her world to follow her example. Enterprise personnel located Kirk and Odona, successfuly treating her, but she did return to her planet to carry out the deadly plan of exposing other volunteers to lower her population. | HEKARAS II | Class-M planet located in the Hekaras Corridor and the only inhabited planet in the region. In the late 2360s, two Hekaran scientists discovered that the region of space near their planet was very susceptible to warp field effect. They tried to persuade the Federation Council and their own people to avoid the use of warp travel in the area, even though it would mean the almost total isolation of their planet. It was not until 2370, following the formation of a subspace rift in the corridor, that the scientists' theories were believed. Unfortunately, due to the gravitational shifts following the formation of the rift, the climate of Hekaras II began to change. As a short-term measure, Starfleet was able to assist the Hekarans with a weather control matrix. Thereafter, the Federation Council ordered the corridor limited to essential travel only, in order to slow any further damage to the region. The Federation Council further ordered Federation ships throughout the galaxy to restrict their maximum speed to warp 4.7. [TNG: Force of Nature] The USS Enterprise NCC-1701-D and other ships observed the 'warp speed limit' for the remainder of [TNG]. After that, it has been assumed that Starfleet developed warp drive so that its use does not damage subspace. USS Voyager's vario-geometry nacelles, which fold up just prior to engaging warp drive, are implicitly the solution to the warp speed restriction, so that the Federation could lift the speed limit. | |

| MOAB VI (Genome Colony) | The "VI" is a mistake by STSC, the number is "IV" as noted in Encyclopaedia in two entries, which are quoted here consecutively: Moab IV is a harsh, inhospitable planet in the Moab Sector. Moab IV was colonised in 2168 by a group of humans who sought to create a perfect society there. The crew of the Enterprise NCC-1701-D discovered this previously unknown colony in 2368, [TNG: The Masterpiece Society]. Named for the ancient kingdom that flourished on Earth during Biblical times in what is now Jordan. Under 'Genome Colony', Encyclopaedia says in part: A self-contained society of humans founded in 2168 on planet Moab IV. The colony founders built a sealed biosphere on the planet, in which they tried to establish a perfectly engineered society. Every member of the colony was genetically designed and trained from birth to perform a specific task. In 2368, the Genome Colony was endangered by an approaching stellar core fragment that threatened to disrupt the planet. In order to avoid destruction, colony leader Aaron Conor allowed a group of engineers from the Enterprise -D to assist in fortifying the biosphere. 23 members of the colony chose to leave with the Enterprise NCC-1701-D, leaving irreparable gaps in the genetic makeup of the colony. | |

The Constitution of the United Federation of Planets, the historic document framed in 2161, outlines the framework by which the Federation is governed for the mutual benefit and protection of member planets and individual citizens. Among the assurances of individual civil liberties contained in the Constitution is the Seventh Guarantee, protecting citizens against self-incrimination, as noted in [TNG: The Drumhead]. All persons aboard a Federation starship are guaranteed these fundamental individual rights under the Constitution, [TNG: The Perfect Mate].

The UFP is governed by the Federation Council (first mentioned in [TOS: Amok Time]), composed of representatives from each member of the UFP. The Federation President is the leader (presumably elected, although details are not provided in Star Trek) of the Federation Council. The Federation President's office is in Paris (a matte painting backdrop of the Paris skyline which includes the Eiffel Tower appears in [TNG: We'll Always Have Paris] and [Star Trek VI: The Undiscovered Country], and in modified form in [DS9: Homefront] and [DS9: Paradise Lost]). | The Federation Council meets in San Francisco, North America, on Earth, where the UFP and Starfleet have their headquarters. The term "Starfleet" is first used in [TOS: Court Martial], and this arm of the Federation is discussed below. TherE is building or particular area designated Astrophysics and the Starfleet medical complex [#98 In the Flesh]. There is an officers club which is called the Quantum Cafe. The head groundskeeper at Starfleet Academy is Boothby, of whom Janeway said, "He used to give me fresh roses for my quarters."

UFP officials, Starfleet officers, Starfleet Academy cadets, and various associated personnel are accommodated in this vast area as well. The quarters of Harry Kim in the alternate reality depicted in [#22 Non Sequitur] had a view over San Francisco bay. The entrance to the underground travel system (with the lovely wordplay name "Trans Francisco") is also seen in [#22 Non Sequitur].

STARFLEET COMMAND is the operating authority for the interstellar scientific, exploratory and defensive agency of the UFP [TOS: Court Martial] (in that episode the term "Starfleet Command" was first heard). Its headquarters is in San Francisco which oversees numerous command facilities located on starbases situated throughout Federation space.
Starfleet, as per its name, also mains an extensive fleet of starships together with auxiliary and support space vessels. Starships are divided into classes, with each class bearing features particular to it e.g. Voyager belongs to the Intrepid class and is much smaller than, say, the Galaxy class (of which USS Enterprise NCC-1701-D is one). The Galaxy class contains accommodaton for families not just crew, and the Nova class USS Equinox was designed as a science vessel with limited armaments. Pictorial size chart of some starship classes in silhouette Commissioned starships have the prefix USS for "United Starship" and have a registry number beginning "NCC-". USS Voyager's registry number is NCC-74656. The type of personnel also varies to suit the type of mission e.g. USS Voyager's mission into the Badlands to search for Tuvok and Chakotay in 2371 was expected to last only a few weeks and thus no Counsellor was assigned, whereas on the larger Galaxy class ships a Counsellor is routinely assigned and as bridge personnel (the Counsellor on the Enterprise-D is Deanna Troi, seen in [#130 Pathfinder], [#144 Life Line] and [#152 Inside Man].
Starfleet Command comprises many departments. One is the Starfleet Corps of Engineers, the special projects division. In the alternate reality experienced by Harry Kim as depicted in [#22 Non Sequitur], this was where Kim worked, although in this story it was called Starfleet Engineering Corps. In the alternate reality Kim had been assigned there in 2372 rather than being given a bridge post on USS Voyager. At this Starfleet division Kim helped to design a new runabout designated as a Yellowstone-class vessel, which he (aided by the alternate Tom Paris) stole from the Starfleet shipyard. Kim and the alternate Paris used the prototype to return himself return to his USS Voyager reality.
