GRACE DECLAN
| This inhabitant of Fair Haven greets Tom Paris, "Good morning, Tom," in [Fair Haven] and is the first holographic resident whom we see/hear talking to him. She is sweeping the pavement at the time. He touches his cap and replies warmly: "Good morning, Grace."

 | Later in [Fair Haven], Grace is at the fruit and vegetables cart-stall. Janeway comes out of Sullivan's pub, sees her and approaches. Janeway has altered the parameters of the Michael Sullivan hologram to make him more to her liking, including deleting his wife, and she now seeks him out. |
 | Janeway: "Excuse me, ma'am. Have you seen Michael Sullivan?" |
 | Grace: "You might try the pub."
Janeway: "I've just come from there."
Grace: "Oh, he'll be at the train station." She indicates the direction.
Janeway: "Thank you."
Grace: "Sure." |
In [Spirit Folk], in St. Mary's Church, as the congregation listens to the homily of Father Mulligan (the Doctor), she tells her male companion (her husband?) in an aside: "He's in love with the sound of his own voice." When the Doctor continues: "Man or woman, parent or child, flesh and blood or photons and forcefields." she revises her opinion and makes another whispered aside: "On the other hand, perhaps he's been nipping at the sacramental wine."
Grace listens to the Doctor's homily

Seamus: "Something's terrible has happened!"
Doctor: "What now?"
Milo: "This was Maggie O'Halloran. The spirits have turned her into a cow."
"Maggie O'Halloran?" demands Grace, not understanding him, "eaten by a cow?"

Later, when a number of the townsfolk discuss the likes of Tom Paris, Harry Kim and Katie O'Clare in Sullivan's pub after Maggie O'Halloran is restored from being turned by Paris into a cow, Grace tells the gathered people: "I saw something strange too, only I hesitated to say anything for fear you'd think me mad. But after listening to your stories today, I feel you've a right to know. Last Sunday, after his sermon, I saw Father Mulligan vanish into thin air." There are gasps at this, and Seamus says: "Aye, he's one of them, right enough. Father Mulligan, Tommy boy, Katie and the rest - they're spirit folk!"

She acts as spy by secretly watching Paris and Kim when they enter Sullivan's late at night to adjust the holocharacters' perceptual filters, and runs to the church to report.
 Grace shouts out: "They're here! Tom Paris and Harry Kim - they're in Sullivan's right now!"
As a result, Seamus leads the townsfolk as they capture the pair. They also take the Doctor prisoner, with Milo and Seamus telling him: "It seems Grace Declan saw you disappear into thin air on Sunday. I'd say the town's a wee bit unholy!"

Grace is present in the church throughout the efforts of Seamus to drive the captured spirit folk back to the Other World, and is still present when Sullivan brings Katie O'Clare (Janeway) from Voyager. Janeway tells the villagers: "And we're not spirit folk. Some of our technology may seem like magic, but I assure you it's not. If you want, we'll leave and never bother you again. But we'd prefer to find some way to keep our friendship alive." The villagers, including Grace, agree. |
