Voyager detected what looked like a Federation subspace transmission and has taken weeks to track it to this place where there is a vast alien structure. Within it is a simulation of Starfleet Headquarters on Earth, peopled with aliens masquerading as Starfleet personnel.

Voyager charges weapons in a stand-off with Terrasphere 8 which also has weapons charged and a forcefield around it. Later Janeway orders Seven to disarm the warheads.

Chakotay uses a holo-imager to take still pictures of the fake Starfleet Headquarters. It might be the Doctor's holo-imager (it is the same prop, with minor modifications, which is seen in [#105 Latent Image]).

Kim enhances a tricorder with a transoptic datalink to help Chakotay access some of the alien systems, and he arms a type-l phaser with Borg nanoprobes.

Seven makes Borg modifications to nineteen standard photon torpedoes and three class-10 torpedoes armed with high yield explosives.

Departments at Starfleet Headquarters include the Federation Council, Orbital Flight Control, Logistical Support, Astrophysics, and the Starfleet Medical complex (this will be seen in an alternative future in [#171 and #172 Endgame]). The officers' club is known as The Quantum Cafe". The alien masquerading as Boothby, the groundskeeper, mentions that the U.S.S. Intrepid is currently patrolling the neutral zone. This is the first starship of the Intrepid-class starship class to be built. Voyager is Intrepid-class. The USS Intrepid, as per custom, named the starship class.

Starfleet Directive 010 states: "Before engaging alien species in battle any and all attempts to make first contact, and achieve nonmilitary resolution, must be made."

The real Boothby has been tending the Starfleet Academy grounds for 54 years and is the head groundskeeper. The alien masquerading as Valerie Archer observes that half the captains in Starfleet would not be where they are today if it were not for Boothby, and she names Lopez, (Jean-Luc) Picard and Richardson.

When Janeway was a cadet at Starfleet Academy, Boothby gave her fresh roses for her quarters. The last time Janeway was at Starfleet Headquarters was when she as captain was given her orders for Voyager's first mission to proceed to the Badlands and find the missing Maquis crew.

The last time Chakotay was at Starfleet Headquarters was on 3rd March 3 2368, which was the day he resigned his commission to Admiral Nimembeh.

Once a transporter malfunction caused Chakotay's uniform to remain in the pattern buffer, leaving only his combadge to cover him. His Starfleet service number was 47-Alpha-612.
