Transporter rooms - deck 4. There are at least three as transporter room 3 is used in several episodes e.g. [#5 Phage], [#9 Emanations], [#31 Threshold], [#60 Darkling]. Jefferies tubes run right underneath the transporter room (possibly each one): in [#54 Macrocosm] Janeway and Neelix discover that what they learn later is a macrovirus has, according to Janeway: "Something just punched right through this floor panel [of the transporter pad] into the Jefferies tubes."
