The actual design of the Captain Proton props was done by HMS Creative Productions, who have a long-standing relationship with Paramount, via Alan Sims the property master for 'Star Trek Voyager'. He acquainted HMS partners Mike Moore and Steve Horch with the goals of the Captain Proton mini-series. Their aim was to produce designs that would translate easily on screen as that of past science-fiction classics. Sims told them of his desire to have all the props made in the likeness of Flash Gordon weapons. The Captain Proton scenes would also naturally be filmed in black & white for authenticity.
Alan Sims, property master for 'Star Trek Voyager': The props for Captain Proton were delivered to me in a full five-act treatment in which I could see what the look and feel of the characters had to be. I remembered the Flash Gordon serials. I honed in on exactly what was required in the script such as the hand ray gun; Satan's Robot, which came right out of the Commando Cody episodes; and the Commando Cody rocket pack."

Alan Sims: "After I found the black-and-white stills from those episodes [the Commando Cody episodes], I showed them to the producers, who agreed that this was the robot we wanted. So wardrobe built the costume."
