BARA PLENUM

The Think Tank. a problem-solving group of different lifeforms, turned the tide in the war fought by Bara Plenum against the Motali Empire. This information is imparted in [#114 Think Tank] to Janeway by Kurros, the Think Tank's representative, in 2375 as an illustration of the kind of problem and activity undertaken by the Think Tank. None of the Bara Plenum is seen in the episode, and no further information is given about them at all in the episode so, for instance, it it is not known if they are humanoid.

Since "plenum" means, being originally a Latin term, a meeting of a legislative body at which all members are present, the species name could well be simply Bara. "Plenum" may have been added by the writers (writers Rick Berman & Brannon Braga; teleplay by Michael Taylor) to balance the "Empire" in the name of the Motali. Throughout the series, a civilisation or its government is termed "empire" in a variety of ways, often utilising Latin or a term that originates from or derives from Latin to give an air of foreigness or alieness, e.g. Imperium (the Latin term for the State's authority in ancient Rome) in Devore Imperium, or Sodality (in Latin, a "sodalis", plural "sodales", is a close friend, a much closer friend than an "amicus", plural "amici"). It is possible that "Plenum" is simply a word that has no connection with a meeting of a legislative body etc. - there is no accounting for alien names, and the only way to be certain would be to ask a member of the species concerned!
