Indeed, it is because the Borg Collective uses the expression "[.....] is irrelevant" that Seven retains their straight to the point way of speaking after she recovers her humanity. Likewise she retains certain attributes of the Borg that she finds admirable, such as the desire for perfection and efficiency as her personal goals (see [#116 Someone To Watch Over Me] below). Therefore, Seven's use of the word "irrelevant" is not quite a catchphrase, but really an illustration of the way she speaks.
