SPECIAL FRIENDS

Janeway visits Tuvok in his quarters for advice. [#30 Alliances]
Lt. Tuvok (whom she promoted to Lt. Commander in [Revulsion] is one of her most valued friends, and this she specifically mentions at the end of [#10 Prime Factors].

They corresponded with each other for some years before her assignment to USS Voyager. In 2376 Janeway says they have known each other for 20 years [#143 Fury]: "We've served on three starships together. I was present at your daughter's kolinahr. I consider you one of my closest friends." To which Tuvok replies: "And I regard you with the same esteem." Janeway goes to him when she most needs advice [e.g. #30 Alliances].

However, in [#10 Prime Factors], Janeway has to deal with a betrayal of trust by Tuvok when he illegally obtains a space-folding trajector device from the Sikarians which Janeway had been unable to obtain legitimately.
Janeway: "I don't even know where to start. I want you to explain to me how you of all people could be involved in this."
Tuvok: "It is quite simple, Captain. You have made it clear on many occasions that your highest goal for the crew is to get them home. But in this instance your standards would not allow you to violate Sikarian law. Someone had to spare you the ethical dilemma. I was the logical choice and so I chose to act."
Janeway: "You did it for me, because you knew I couldn't."
Tuvok: "I accept the consequences of my actions. I expect to lose my commission and to be court-martialled when we return to Federation space."
Janeway: "You are one of my most valued officers, and you are my friend. It is vital that you understand me here. I need you. But I also need to know that I can count on you. You are my counsel, the one I turn to when I need my moral compass checked. We have forged this relationship for years and I depend on it. I realise you made a sacrifice for me, but it's not one I would have allowed you to make. You can use logic to justify almost anything. That's its power, and its flaw. From now on, bring your logic to me. Don't act on it behind my back."
Tuvok: "You have my word. My logic was not in error, but I was."
Janeway: "Dismissed."

In [#143 Fury], Janeway presents Tuvok with a birthday cake, teasing Tuvok that she finally found out when his birthday was and how old he is (although Starfleet records would show this):
Janeway: "I've always been honest with you, but you've been keeping something from me."
Tuvok: "I don't know what you mean."
Janeway: "Don't you? It took exhaustive research, sifting through teraquads of data, separating fact from rumour, but eventually I arrived at the truth."

Janeway promises not to inform the rest of the crew about her "discovery".

Janeway has developed a close relationship with her First Officer, Commander Chakotay. She will often confide even her personal worries to him e.g. when invited by the 37s and their descendants to stay with them on their planet [#20 The 37's]:
Janeway: "Am I the only one so intent on getting home? Is it just me? Am I leading the crew on a forlorn mission with no real hope of success?"
Chakotay: "You're not alone. I want to get home too. And there's not a day that goes by when I don't hear someone mention Earth."

[#41 Resolutions]
The friendship deepened when Janeway and Chakotay were stranded together for awhile on a planet in Vidiian space [#41 Resolutions].
[#41 Resolutions]
Faced with the fact that they had contracted a virus which would be fatal if they left the planet, Janeway and Chakotay started to build a new life together. It even seemed that they were heading toward romance when Voyager returned with the vaccine to cure their virus. But the relationship has come under occasional strain [#69 Scorpion Part Two] even to the extent of her relieving Chakotay of command [#121 Equinox, Part Two], and she will sometimes take command decisions and implement them without first informing Chakotay let alone consulting him e.g. in [#127 Dragon's Teeth] she abandoned the Vaadwaur alliance and ordered Voyager to launch without first telling him how the Vaadwaur had deceived Voyager's crew.

However, she will usually allow him to say things to her that she would not accept from any other crewmember.
It was Chakotay who, in [#95 Night], tried to persuade Janeway to leave her private quarters where she had stayed for a long time, feeling guilty over stranding Voyager in the Delta Quadrant.
In [#93 One], Janeway decided to leave Seven to look after Voyager's systems during the flight through a dangerous nebula, with only the Doctor for company, while the rest of the crew went into stasis. Chakotay expressed concern about her decision:
Chakotay: "Maybe you need to step outside yourself for a minute, look at the fact that here's someone [Seven] who's butted horns with you from the moment she came on board, who disregards authority and actively disobeys orders when she doesn't agree with them. .... I know your bond with Seven is unique, different from everyone else's. From the beginning you've seen things in her that no one else could. But maybe you could help me understand some of those things."

In [#146 Unimatrix Zero, Part One], Chakotay insisted that she take Tuvok and Torres on the mission to penetrate the Borg tactical cube. Janeway heeded him although she did not make it easy for him:
Chakotay: "I realise I'm not going to talk you out of this, but I'll be damned if you're going in there alone."
Janeway, sternly: "We've got a lot of work to do, Commander."
Chakotay: "You said you wanted my support. Then take Tuvok and B'Elanna with you."
Janeway: "And if I don't?"
Chakotay: "I may only be First Officer but I still pull a few strings around here. The Doctor could be persuaded to question your medical fitness."
Janeway: "I was hoping for your unconditional support."
Chakotay: "This is the best I can do."
Janeway: "Tell them to pack light."

[#129 The Voyager Conspiracy]
Janeway and Chakotay have dinner together once a week in her quarters
[#100 Timeless], [#112 Course: Oblivion], [#129 The Voyager Conspiracy].

In [#57 Coda], Janeway saw for herself just how fond Chakotay is of her. While on the shuttlecraft Sacajawea, bantering about ship's talent night the evening before, Janeway and Chakotay are suddenly buffeted by an unknown force which appears to be a spatial-temporal phenomenon. The shuttlecraft crashlands on a planet: Janeway is left unconscious and severely injured. Chakotay summons help and the Doctor, with Chakotay and Tuvok in attendance. Meanwhile, while unconscious, Janeway unknowingly hallucinates that she has died and meets her father who tries to persuade her to "let go" of her attachment to Voyager's crew and join him in the afterlife or "matrix". But Janeway is suspicious and realises that her "father" is actually a hostile alien parasite that feeds off the energy of the dying. She resists him successfully and, along with the Doctor's medical aid, makes a full recovery. But during her hallucination, she is an invisible presence and witnesses Chakotay's desperate administration of artificial respiration on her, and his grief when it fails and she "dies".

[#18 Elogium]
Janeway displays a particular fondness for Kes [#18 Elogium], [#70 The Gift].
[#18 Elogium]

click for episode audio clip with still screenshot(s) Towards the end of 2372 Janeway supported Kes when she was struggling to cope with Neelix's loss and his replacement by Tuvix, a fusion of Neelix and Tuvix caused by a transporter accident. Janeway was available to comfort and give advice to Kes late at night, receiving her although she (Janeway) was in her nightgown. At that time she found herself sharing a confidence with Kes: about how much she missed Mark. She told Kes: "My door is always open for you, Kes." Some of these moments are in the audio clip (left). Later she received Kes in her ready room and comforted her as Kes wept. [#40 Tuvix]

In [#70 The Gift] Kes told Janeway that she was evolving into a higher plane of existence and had to leave Voyager to prevent any further damage to the ship (her new-found mental powers were causing problems in the structural integrity field). Janeway said, "Oh, I am going to miss you."
