Janeway's destruction of the Caretaker's Array caused Jabin the Kazon commander (top left picture) to tell her, "You have made an enemy today." [#1 and #2 Caretaker]. She was determined not to let the Kazon have Federation technology. This set Michael Jonas, a Maquis crewmember, against her to the extent that he betrayed the crew by working as a Kazon agent [#35 Lifesigns], [#36 Investigations].

Seska, a Cardassian agent surgically altered to pass as a Bajoran, said that the reason she helped the Kazon-Nistrim was because Janeway should have given them technology and gone into alliance with them [#11 State of Flux]. Seska defected to the Kazon-Nistrim and became the lover of the First Maje, Jal Culluh. Seska changed her appearance to revert to her normal Cardassian appearance after defecting. The two of them, Seska and Culluh, became particular enemies of Voyager and Culluh particularly disliked the fact that Janeway was in command as he despised females, believing them inferior to males.

Arturis blamed Janeway for his people's assimilation by the Borg: "My people managed to elude the Borg for centuries, outwitting them, always one step ahead, but in recent years the Borg managed to weaken our defences. Janeway pursued a personal vendetta against Captain John "Rudie" Ransom because he had broken the Prime Directive by harming innocent lifeforms: he was special because he was a Starfleet officer.
