the Doctor dematerialises....

....and rematerialises on the other side of Level Blue

The Doctor marches into Chellick's office on Level Blue.
Doctor: "I demand an explanation for the death of that boy."
Chellick: "I'm responsible for thousands of patients. You'll have to be more specific."
Doctor: "His name was Tebbis." When Chellick still looks blank: "Patient R12!"
Chellick looks up the patient record on his personal computer: "Acute chromoviral disease."
Doctor: "He was recovering."
Chellick: "Apparently he developed complications."
Doctor: "What kind of complications?"
Chellick: "Secondary infection. It spread rapidly."
Doctor: "How was it treated?"
Chellick: "It wasn't. The patient had exceeded his medication allotment. It seems someone had given him unauthorised injections. Did you think I wouldn't find out?"
Doctor: "Don't you have any ethical standards?"
Chellick: "You are hardly in a position to talk about ethics. Lying, stealing - any other crimes you wish to confess?"
Doctor: "I was trying to save lives."
Chellick: "And I am trying to save a society! Do you really think patient R12 is going to help me do that?"
Doctor: "His name was Tebbis!"

Chellick: "He wasn't contributing, he was a drain on resources."
Doctor: "You're not just rationing health care here, you're getting rid of the sick and the weak!"
Chellick: "If the boy had been fit, he would've survived."
Doctor: "Why don't you just put a phaser to their heads."
Chellick: "We are healers, not killers."
Doctor: "I'm going to expose you."
Chellick: "To whom? The people who employ me? They brought me here to make the hard choices they don't want to make. From now on I'm restricting you to Level Blue. You've done enough damage on red."
Doctor: "You mean those patients that I treated? Yes, that was inconsiderate of me."
Chellick: "It was. You managed to exceed their annual medication allotment in a matter of days. They're being sent home."
Doctor: "They'll die!"
Chellick: "You should've considered the consequences of your actions."
Doctor: "Please, don't make them suffer for my mistakes. It won't happen again."
Chellick: "I'm making certain of that. From now on your time will be strictly regulated."
Doctor: "Meaning what?"
Chellick: "I've interfaced your holomatrix with the Allocator. Starting now, it will determine where you go, when you go and what you do when you get there."
The Allocator: "The medical hologram will now commence treatment on Level Blue." The Allocator dematerialises the Doctor and rematerialises him in a patient's room on the other side of Level Blue. "You have 6 minutes to treat patient B3."

In the Brig, with Lt Ayala on guard, Tuvok is in the cell with Gar the prisoner. Tuvok's interrogation is not producing the desired information - the Doctor's whereabouts.

Gar: "I don't know where he is."

Tuvok: "Not now perhaps but you know where you took him."

Gar: "The last time I saw him he was in your Sickbay."

Tuvok: "If you refuse to co-operate, your knowledge of his location can be extracted."

Gar: "How?"

Tuvok: "A mind-meld."

Gar: "What's that?"

Tuvok: "An invasive and disturbing procedure."

As Tuvok speaks, Neelix enters the Brig carrying Gar's dinner.

Neelix: "Dinner time!"

Tuvok: "Mr Neelix, I am in the middle of an interrogation."

Neelix: "Commander, you know better than anyone that Starfleet has strict guidelines about allowing prisoners to eat."

Tuvok: "Very well. I'll wait."

Lt Ayala deactivates the forcefield to allow Neelix to enter the cell. Neelix hands a bowl of (not very nice-looking) food to Gar who greedily tucks in.

Neelix to Gar: "There we are. I'm glad to see you enjoying a meal. When you got sick last time I thought my food was to blame, until I realised it was just a ruse for you to get close to the Doctor. I used Talaxian worm root as the base." Gar starts to feel ill - he looks as if he is about to vomit. "I'm glad you like it. Some people react badly."

Gar manages to gasp: "React how?"

Neelix: "Oh dear. I hope you're not getting sick. If it's the worm-root it's going to get a lot worse."

Gar: "What have you done to me!"

Neelix: "The usual symptoms are abdominal spasms which increase in severity for 30 hours, 40 at the most."

Tuvok clicks his combadge: combadgecombadge "Tuvok to Sickbay."

Neelix: "Don't worry, Mr Tuvok, it's not fatal. It's horribly unpleasant but er, there's an antidote."

Gar: "Then give it to me!"

Neelix: "Unfortunately our Doctor's the only one authorised to administer it. Maybe if you remembered where he was."

As Gar clutches his stomach and rocks back and forth in agony, Tuvok takes Neelix aside.

Tuvok: "Mr Neelix, you deliberately poisoned this man."

Neelix: "Relax. He's just having gas pains."

Tuvok: "Your actions are not only against regulations-"

Neelix: "Didn't I hear someone threaten a mind-meld?"

Tuvok: "I was merely trying to encourage the prisoner to be more forthcoming."

Neelix: "I think he's getting all the encouragement he needs."

On Level Red, a medical technican approaches Dr Voje who is treating a patient. "Excuse me, Dr."
Dr Voje: "What is it?"
Medical technician: "I need to prepare this patient for discharge."
Dr Voje: "I'm not finished with him yet."
Medical technician: "But Chellick's orders are to-"
Dr Voje, sharply, turning on him: "Are to discharge the patient at the end of the shift. The shift isn't over, is it?!"
Medical technician: "No, sir, but I need time in order to-"
Dr Voje: "I'll tell you when he's ready!"
Allocator: "Dr Voje, report to Level Blue to assist Dr Dysek in surgery."
Irritated at the interruption, Dr Voje leaves his patient and heads for the lift.

When Dr Voje arrives on Level Blue, he sees the Doctor who has been scanning/treating patient B1.
Doctor, calling him over: "Voje."
Dr Voje: "I didn't realise that any of this even existed."
Doctor: "I need to talk to you."
Dr Voje: "I don't have time. I just got a message from the Allocator that Dysek needs me."
Doctor: "I'm the one who sent for you. I used his access codes."
Dr Voje: "Oh."

Doctor to Dr Voje: "I need you to smuggle my mobile emitter off Level Blue."
The Allocator: "Time has expired for treatment of patient B1. Proceed to patient B3." The Allocator dematerialises the Doctor and rematerialises him in another patient's room. "The medical hologram has one minute to treat patient B3."
The Doctor walks back to Dr Voje. "You have to help me."
Dr Voje: "Twelve patients on Level Red are being sent home because of you."
Doctor: "That's why we have to hurry. We may still be able to save them."
Dr Voje: "You've already endangered my patients and now you're asking me to risk my career. Why should I help you?"
Doctor: "Because I have a plan to heal those patients. That's what doctors do. We heal. So choose. What kind of doctor are you going to be?"
The Allocator: "The medical hologram has 30 seconds to deactivation."
Doctor: "You hear that?"

Dr Voje: "How can I get you off this Level?"
Doctor: "Deactivate my mobile emitter and put it inside this selenide medkit. It'll shield the signature."
Dr Voje: "And then what?"
Doctor: "Take it to Level Red and reactivate me."
Dr Voje: "What are you do once you get to Level Red?"
The Allocator: "The medical hologram has 10 seconds to deactivation."
Doctor: "There's no time to explain. You'll have to trust me."
Dr Voje deactivates the mobile emitter and the Doctor dematerialises."
