the diagnostic monitor shows Tebbis' improvement

The Doctor visits Tebbis.

Doctor: "How are you feeling?"

Tebbis: "Better."

Doctor: "That's what happens when you get the proper treatment."

Tebbis looks at the diagnostic monitor: "But I'm not authorised to receive cytoglobin."

Doctor: "You are now. You'll need several more injections but you can expect a complete recovery."

Tebbis: "Whatever you did, they'll find out. They'll punish you."

Doctor: "You're assuming I've done something illicit."

Tebbis: "Didn't you?"

Doctor: "Of course not. I simply had a talk with Chellick, explained to him what a bright young man you are and he had the Allocator recalculate your TC."

Tebbis: "I've never met a doctor like you."

Doctor: "Well, it's not hard to stand out when the general level of competence is so low."

Tebbis: "There are patients on this level who deserve a higher TC than I do. Can you talk to Chellick about them?"

That night the Doctor enters level red carrying a medical case and speaks to Dr Voje.
Doctor: "I want you to help me dispense these injections."
Dr Voje: "Where did you get the cytoglobin?"
Doctor: "Level blue, where else?"
Dr Voje: "You stole it?"
Doctor: "I prefer to think of it as 're-allocation'. We're going to treat every chromovirus patient on this level."
Dr Voje: "Do you have any idea what kind of trouble we could get into?"
Doctor: "We? So you will help me?"
Dr Voje: "No, absolutely not. Modifying datafiles was bad enough."
Doctor: "Certainly wouldn't want you to do anything to compromise your ethics."
Tebbis: "I'll help you."
Dr Voje: "You should be in bed."
Doctor: "Actually, now that he's improving, a little activity will do him good. You can go back to doing whatever you were doing."
The Doctor shows Tebbis the best place to inject cytoglobin into a patient is the lateral artery. Suddenly Dr Voje appears and takes some of the injectors out of the Doctor's hand.
Dr Voje: "If we each take a third of the patients maybe we can finish before someone catches us."

Next day on level blue Dr Dysek collars the Doctor.
Dr Dysek: "Who do you think you are, prescribing unnecessary medications for my patients?"
Doctor: "It wasn't unnecessary."
Dr Dysek: "If you believe that you're incompetent or perhaps malfunctioning."
Doctor: "I was simply trying to increase our allocation of resources."
Dr Dysek: "What are you talking about?"
Doctor: "I did some checking. Last month level blue's total medication requests were down by 6%."
Dr Dysek: "Because our cure rate was higher."
Doctor: "Exactly. Because you performed so efficiently last month the Allocator will determine you're able to do with less next month. If we don't order more medication now we may not get it when we need it. Think about it, Doctor, if you don't have the proper resources your cure rate could go down. If that happens the Allocator may assign you to a lower level."
At that moment Chellick comes up to them and asks Dr Dysek: "Are we having a problem with our newest piece of technology?"
Dr Dysek is thoughtful as he replies to Chellick: "Actually, he seems to be learning the system quite well."

Later, when the Doctor visits level red, Dr Voje greets him excitedly.
Dr Voje: "Three of the patients we injected are practically virus-free."
Doctor: "What did you expect?"
Dr Voje: "Er, maybe we could 're-allocate' other medications, treat more patients?"
Doctor: "Now you're thinking like a doctor, and to support your efforts I've arranged for resources from level blue to be diverted here on a regular basis."
Dr Voje: "How did you manage that?"
Doctor: "Let's just say Dr Dysek and I have developed a professional rapport. Sometimes I even surprise myself."
Dr Voje: "We may actually make these people better."
Doctor: "That feeling you get from healing someone - infectious, isn't it?"

Dr Voje: "Where did you get that?"
Tebbis: "One of the technicians was going to recycle it because it wasn't working. But I think I fixed it."
Doctor: "Seems to be in good condition." He scans Tebbis. "And so do you. You'll be well enough to leave soon."
Tebbis: "Couldn't you say I'm still sick?"
Doctor: "Don't you want to go home?"
Tebbis: "If I do they'll send me to work in a refinery with my father."
Doctor: "What about school, your medical training?"
Tebbis: "I would never be authorised for that."
Dr Voje: "He's right."
Tebbis: "If I stay here, you can teach me and I can help you treat your patients."
Doctor: "I'm not planning on being here that long."
Tebbis: "Then I can help Dr Voje."
Doctor: "We'll see what we can do.

Voyager's bridge.
Tuvok: "I have picked up Gar's ship, directly ahead."
Paris comments drily: "Again?"
Tuvok: "I'm reading his biosigns."
Chakotay: "Any sign of the Doctor or his emitter?"
Tuvok: "Not yet."
Kim: "Should I hail Gar?"
Janeway: "If we let him know we're here he may try to slip away."
Chakotay suggests: "We could drop out of warp at close range and grab him before he knows what's happening."
Janeway: "I like it."
The maneuver complete, Kim reports: "He's hailing."
Janeway: "I guess we put him in the mood to talk. On screen."
Gar, on viewscreen: "I thought we were friends, Captain. Why am I being treated this way? I think I deserve better."
Janeway: "Where's our Doctor?"
Gar: "I have no idea. I certainly hope nothing's happened to him."
Tuvok reports: "Scans are complete. Neither the mobile emitter or the Doctor's program are aboard Gar's ship."
Gar, displaying some indignation: "Well, of course they're not."
Suddenly Voyager shakes violently.
Chakotay: "He's trying to destabilise the tractor beam with a feedback pulse."
Kim: "Compensating."
Janeway: "Don't bother, Harry. Just beam him to the Brig."
Gar, hearing this, looks nervously up and around him, fearing the transfer as it means he will be a prisoner.

The Dinaal hospital ship at night.

The Doctor visits Tebbis, only to find that he is not there and his bed is occupied by another patient. Late at night the Doctor arrives on Level Red to visit Tebbis. He approaches the youth's bed. "Tebbis, wake up. Time to make our rounds." He picks up a lantern stick and sees that a female patient is in Tebbis' bed instead and there is no sign anywhere of Tebbis. The Doctor asks the Allocator: "Locate p R12.".
Allocator: "Patient R12 has been transferred to Level White." .

The Doctor tackles Voje about the move. "Tebbis has been moved."
Dr Voje: "I know."
Doctor: "What's Level White? Some kind of patient recovery area?"
Dr Voje, bleakly: "It's the morgue."
