Voyager follows the ion trail to its source.
Tuvok: "The warp trail ends here. Gar should be directly ahead."
Janeway: "All stop. Red alert. On screen."
Tuvok: "It's emitting a false warp signature."
Janeway: "Looks we've underestimated Mr Gar again."
Paris: "Now what?
Tuvok: "There may be another way to find him."
Chakotay: "What do you have in mind?"
Tuvok: "He traded us high-grade iridium which has a very brief half-life. His ship is slow. Logic suggests he acquired the substance within a radius of 3 light-years."
Janeway to Kim: "Cross-reference our sensor logs and long-range scans."
Kim: "Two planets. No atmosphere or technology. T-class nebula. Here's something: an asteroid with approximately 200 humanoid lifesigns, subterranean structures."
Chakotay: "Sounds like a mining operation."
Tuvok: "If that's where Mr Gar acquired the iridium, they may be able to help us find him."
Janeway: "Tom, how fast can you get us there?"
Paris: "Less than 2 hours."
Janeway: "Do it."

Voyager arrives at the asteroid and is hailed by the irate head of the mining operation.

Mining chief: "I want my iridium back now."

Janeway: "I beg your pardon?"

Mining chief: "I've scanned your ship. I know you've got it on board."

Janeway: "Yes, we obtained it from a man named Gar, a merchant-"

Mining chief: "You mean 'thief'.""

Chakotay: "So you have had the pleasure of meeting him."

Mining chief: "He was here 3 days ago. He sold us 3,000 induction units. He was gone a day before we realised he'd also stolen 20,000 kilos of ore."

Janeway: "We had a similar experience. Maybe we can help each other."

Mining chief: "How?"

Janeway: "Do you have any idea where we might find him?"

Mining chief: "Will you return my iridium?"

Janeway: "By all means. But Gar only traded us half of what he stole from you. However, we might be able to get the rest of it back."

Mining chief: "All I can tell you is that the induction units came from a planetoid called Velos."

Dysek closes and hands a device to a medical attendant who is walking along next to himself and the Doctor. Dr Dysek tells the attendant: "You may go." Dr Dysek and the Doctor continue to walk on together.
Doctor: "Your surgical technique is impressive."
Dr Dysek: "Well, you've obviously had experience with cellular repair."
Doctor: "As a matter of fact I've done extensive research on the subject. I'd be happy to share it with you but we'll have to contact Voyager to get it."
Dr Dysek: "You'll have to discuss that with Chellick. He authorises all communications." To the nurse: "It's time for this patient's next injection."
The nurse speaks into the wall-mounted medical console: "Requesting one cytoglobin injection for patient B3, priority blue 7 gamma."
The Allocator: "Authorised."
A panel slides up to show that the medication, in an injector, has been delivered and the injection is duly administered.
Doctor: "Does this patient have a chromoviral infection?"
Dr Dysek: "No, why?"
Doctor: "I was told cytoglobin is the standard treatment for that disease."
Dr Dysek: "Cytoglobin also prevents arterial aging." Dr Dysek dismisses the nurse.
Doctor: "This patient's arteries appear to be healthy."
Dr Dysek: "At the moment, but daily injections increase life expectancy up to 40 per cent. We prescribe it for all Level Blue patients."
Doctor: "I just saw a boy on Level Red who's dying. This medicine could save his life."
Dr Dysek: "This woman is the chief engineer of an irrigation facility which provides water to half the subcontinent."
Doctor: "So her life is 'more valuable'."
Dr Dysek: "Keeping her healthy contributes to our survival. Can you say the same for the boy on level red?"
Doctor: "Who knows what he'll accomplish if he has the chance?"
Dr Dysek: "If he becomes more valuable to society his TC will rise and then he'll receive better treatment."
Doctor: "He may not be around long enough."
Dr Dysek: "I'm sorry he's sick but our society is much better off since we began following the Allocator's protocols."
After Dr Dysek leaves, the Doctor comments: "Some of you are."

The Doctor arrives in Level Red.
Dr Voje: "I never expected to see you again."
Doctor: "Why do you say that?"
Dr Voje: "Level Blue is much more prestigious."
Doctor: "Prestige is the least of my concerns. How is he?"
Dr Voje: "Not well."
Doctor: "His condition's deteriorated so rapidly."
Dr Voje: "His co-enzyme allotment's been reduced."
Doctor: "Are we here to help these people or kill them?"
Dr Voje, frustrated and concerned but resigned: "His TC is just too low."
Doctor: "Maybe we can raise it."
Dr Voje: "That's not possible."
Doctor: "If it's purely a function of statistics we can simply input more data."
Dr Voje: "We're not authorised to do-"
Doctor: "Voje, when you look at your patient lying there you have to ask yourself, what can I do? What must I do? We can amend his database to include additional skills."
Dr Voje: "Such as?"
Doctor: "His extensive knowledge of neutronics."
Dr Voje: "He doesn't know anything about neutronics."
Doctor: "We can say he does. What's the harm in trying?"
Dr Voje to Allocator via the small medical console by Tebbis' head: "Amend patient R12's TC to include an expertise in neutronics."
The Allocator: "Unable to verify. Amendment denied."
Tebbis stirs and see the Doctor and Dr Voje: "Hello."
Doctor: "Lie still."
Tebbis: "What are you doing?"
Doctor: "Trying to get you the proper medication."
Tebbis: "You're wasting time you could be spending with other patients."
Doctor: "You have as much right to treatment as anyone."
Tebbis: "It's not your fault."
Dr Voje to the Doctor: "There's nothing you can do."

Later, on Level Blue the Doctor goes over to a patient.
Doctor: "Nurse."
Nurse: "Yes, Doctor?
Doctor: "Why hasn't this patient received her additional cytoglobin injection?"
Nurse: "Additional?"
Doctor: "If you'd examined her chart, you'd see that I've increased her dosage.
Nurse: "Dr Dysek didn't say anything."
Doctor: "Dr Dysek is at home with his family. Would you like me to contact him so you can explain why you're not doing your job?"
Doctor: "No, Doctor." She goes to the panel and states: "Requesting one cytoglobin injection for Patient B three, priority blue seven gamma."
Allocator: "One cytoglobin injection authorised." The panel door lifts and she takes out the syringe with the cytoglobin medication.
Doctor: "I'll do it myself." He puts out his hand for the syringe.
Nurse, handing it over: "Can I assist you?"
Doctor: "You may go."

When she has gone, he bends over the patient as if to make the injection, but then palms the injector and leaves.

On Level Red, the Doctor injects the cytoglobin into Tebbis.

Following Gar's trail, Voyager communicates with a Mr Kipp.
Kipp: "He convinced me to let him take the induction units on consignment. That was more than 10 days ago. I haven't heard from him since."
Tuvok: "You appear to be an experienced merchant, Mr Kipp. Why would you trust someone like Gar?"
Kipp: "He came highly recommended."

Tuvok: "By whom?"
Kipp: "A buyer I know. He said he's been trading with Gar for years."
Janeway: "Do you know where we can find this buyer?"

Later, Voyager manages to find and communicate with the buyer mentioned by Kipp. The man is clearly upset as he says: "Yes, Captain, I'm the fool who said Gar could be trusted. ..... I should've known it was a mistake but well, you see, I have never been able to say no to my wife."
Tuvok: "What does she have to do with it?"
Husband: "Well, she's the one who asked me to recommend Gar."
Tuvok: "Then she must know him well."
Husband: "They're...friends."
Tuvok: "May we speak with her."
Husband, on the verge of tears: "Well, she's not here."
Janeway: "Do you know where we might find her?"
By now the man is crying. Brokenly: "She left me."

Later, Janeway talks to the absconding wife who says:
"You're a woman. You've seen my husband with your own eyes - overwight, depressed, you'd have left him too, especially if you had met someone as exciting as Gar."

Janeway: "Yes, he's very exciting."

Woman: "That's why you're looking for him, isn't it? You want him for yourself."

Janeway: "I assure you I have no romantic interest in him whatsoever."

Woman: "Why, not good enough for you?"

Janeway: "No, it's not that, it's just-" An idea occurs to Janeway. She reaches out for and takes Tuvok's hand! "I already have a man."

Tuvok tries to compose himself and tells the woman: "We have a business opportunity for Mr Gar, one that will expire if we do not find him soon."

Woman: "He's on his way to the gambling tournament on Selek IV. When you see him, tell him to hurry home."
