A starship approaches the Dinaal world.

On the Dinaal world a ship approaches the hospital ship above a Dinaal city.

Aboard the Dinaali hospital ship, patients are wheeled in to a ward on trollies and nursing staff hurry to attend them as the voice of the computer, known as the Allocator, is heard announcing: "Trauma team four to Level Red. Trauma team four to Level Red. Code Four nursing unit, report to Level Red."

Gar, a trader, arrives on the hospital ship. As he walks through level red ward, the Allocator stops him. He stands impatiently beside the full-height medical identification/diagnostic panel which gives him a clean bill of health and identifies him: "Negative for dysplasia, viremia, necrobiosis. Please extend your arms." Gar does so. "Species: Dralian. Identity: Gar. TC15. You may proceed."

Gar finds Chellick, the Administrator, helping the trauma team by scanning a patient: "Chellick. Lucky I caught you."
Chellick, not pleased to see Gar: "Mr Gar. I wish I had time to talk."
Gar follows Chellick. "Well, all you have to do is listen. I have a new supply of cytogenics-"

Chellick is not interested: "Your last supply was useless - expired lots, diluted samples."

Gar: "Oh, I have something special this time."
Chellick: "The latest in substandard technology, no doubt."
Gar opens his box to reveal the merchandise - it is the Doctor's mobile emitter and the tool used to access its controls!
Gar: "Oh this item is far from substandard and, as a gesture of goodwill, I'm offering it to you first."
Chellick does not recognise the mobile emitter for what it is, mistaking it for a type of medical tool that he knows.
Chellick: "We don't need another neuro-monitor."
Gar: "This is much more sophisticated than that."
Chellick: "I am sure it has some ingenious use but I'm not interested."

Gar activates the Doctor.
Doctor: "Please state the nature-" he finds himself in the unfamiliar surroundings and tails off, "-of the medical emergency."

Chellick


Doctor to Gar, puzzled and indignant: "Where have you taken me?"
Gar ignores him and tells Chellick: "It's a holographic construct, programmed with over 5 million medical protocols."
Doctor: "I demand to be returned to Voyager at once!"
Chellick to Gar: "What's Voyager?"
Doctor: "The Federation starship to which I'm assigned. This man is a kidnapper."
Gar to Chellick: "I would never offer you stolen property. I traded warp-grade dilithium for this program!"
Chellick to Gar: "What's your price?"
Doctor: "This negotiation is pointless! I'm not about to perform medical services for a pair of common thieves."
Chellick to Gar: "It doesn't seem to be in working order."
The Allocator sounds an alert and states: "Trauma victims are now arriving at emergency intake 7."
Chellick to the Allocator: "What caused their injuries?"
The Allocator: "A generator explosion at the Gamadon mining facility." You'd better start co-operating or I will dismantle your program and sell it off one subroutine at a time."
Doctor to Gar: "When Captain Janeway discovers what you've done-"

The Doctor breaks off as he sees one particular patient rushed in and sees and hears the orderlies' desperate talk: "Can't find any coagulant." "Somebody check the reserves." "There are no reserves." "Oh, this guy has grade 4 pulmonary burns."
The Allocator: "Patient's TC is 4. Transfer to Level Green."
Dr Voje: "Level Green isn't equipped for this!"
Chellick: "His TC's only 4. Take him to Green."

Dr Voje

The Doctor steps in and takes over.

Doctor: "Don't touch that. This patient's bleeding seriously. He needs an immediate infusion."

Dr Voje: "What are you doing? Get away from him!"

Doctor: "With technology this primitive you may as well be using leeches."

Dr Voje: "Who is this man?"

Chellick to Dr Voje: "A doctor of sorts." To the Doctor: "I thought you were withholding your services."

Doctor: "Fortunately for these patients I am programmed with the Hippocratic Oath. It requires me to treat anyone who's ill. This patient needs 20 milligrams of anaesthezine. Get me a hypospray."

Dr Voje: "A what?"

Doctor sighs and says to the patient as he injects him using an injector: "I'm sorry, this may hurt a little."

On Voyager, after playing hockey on the Holodeck, Paris and Kim walk along the corridor to visit Sickbay to have their (minor) injuries seen to.
Kim: "Did you have to program that Nausicaan guard to high-stick so much?"
Paris: "Well, you play hockey, you gotta expect a few lumps."
Kim: "What are we going to tell the Doctor? You know how he feels about our juvenile holodeck programs."
Paris: "Relax. I'll come up with something." They enter Sickbay. "Hey, Doc."
But in Sickbay they discover that the Doctor is acting strangely unconcerned: "Please state the nature of the medical emergency."
Kim: "I know what you're thinking but there's a simple explanation. Tell him, Tom."
Paris: "Right, well, erm, see, Doc, we were running these invasion scenarios when this species of proto-humanoid-"
But the Doctor does not react, simply scanning them and stating: "Please state the nature of the medical emergency."
Paris: "Are you ok, Doc?"
Doctor: "Please take an analgesic and return in 24 hours."

In the Briefing Room the senior staff meet to discuss the situation.

After studying the Doctor's mobile emitter, Torres says: "It's a replicated fake."

Paris: "The program running in Sickbay is from one of Doc's old training files."

Janeway: "I want someone to tell me how this snake-oil salesman managed to evade every security protocol on the ship."

Tuvok: "I take full responsibility."

Janeway: "I'm not interested in fault. I just want to know how it happened."
Neelix: "Gar spent the night in Sickbay. He claimed to have gotten food poisoning at dinner."

Chakotay: "He had plenty of time to learn about the mobile emitter from the Doctor."

Janeway: "Who I'm sure was more than willing to extol its virtues."

Torres: "Medical logs show the training file was activated just before Gar left Voyager."

Janeway: "Scan for his ion trail. And let's review safeguarding for accessing those security files, shall we, Mr Tuvok?"

Neelix goes after Janeway as the meeting ends and they talk in the corridor.
Neelix: "Captain, don't blame Tuvok for what happened. It was my fault."
Janeway: "How so?"
Neelix: "Gar kept complaining how bland his dinner was so I added a few exotic spices."
Janeway: "I'm not sure I see your point."
Neelix: "I was trying to hard to create something he'd like that I didn't take his alien physiology into account. Everyone's assuming he faked his illness but I might have really made him sick."
Janeway: "It's not as if your cooking turned him into a thief."
Neelix: "No, but if he hadn't gone to Sickbay he may never have come up with a plan to kidnap the Doctor, much less had the opportunity to do it."
Janeway: "In my experience, Neelix, men like Gar have no trouble finding opportunities to take advantage of other people."
Neelix: "I just hope there is something I can do to help find the Doctor."
Janeway: "When and if that opportunity arises, I'm sure you'll make the most of it."
