Chakotay informs Janeway that Seven wishes to present her "ship-wide efficiency analysis" so Janeway tells him to schedule it for the next staff meeting.
Tal Celes, a Bajoran, en route with a PADD given her in Astrometrics by Seven to give to Torres in Engineering.

On reading the PADD Torres decides she needs 5 terawatts extra power and sends a crewman to the plasma relay room to requisition it.

Crewman Mortimer Harran at his post in the plasma relay room, Deck 15. He deals with a power requisition from Torres.

The camera draws back from the window of the plasma relay room, Deck 15, the lowest deck on Voyager.

Tal Celes tries to work at night under the bedclothes. She uses her combadge to call her good friend Billy Telfer and begs his help.

Seven presents a "shipwide efficiency analysis" to the senior staff in the Briefing Room. She reports on three crewmembers:
  • Crewman Mortimer Harran. Despite having five advanced degrees in Theoretical Cosmology he prefers his post in the plasma relay room down on Deck 15 and to repostulate the beginnings of the universe.
  • Crewman William Telfer (Billy Telfer). A hypochondriac.
  • Female crewmember Tal Celes, who works in Astrometrics. Seven has to check her work constantly due to her errors.
If you look closely, you can read the words on the monitor. Unfortunately it is not possible to read them better by making the image even larger.

Chakotay: "Captain?"
Janeway: "They've never been on an away mission. Mortimer Harran, William Telfer, Tal Celes, none of them."
Chakotay: "They get off the ship whenever we have general leave."
Janeway: "I mean a working away mission."
Chakotay: "Harran never volunteers. Celes can't get past the proficiency requirements, and Telfer always seems to get a note from his doctor."
Janeway: "Something's got to be done about this."
Chakotay: "What can we do? There are always a few who don't make it past their first year on a starship. Normally they're re-assigned, but in our case maybe we should relieve them of duty and let them pursue their own interests. It certainly wouldn't help general efficiency."
Janeway: "They aren't drones, Chakotay. We can't just de-activate them. Is the Delta Flyer ready?"
Chakotay: "Flight-checked with provisions for a 72-hour away mission. What have you got in mind, Captain?"
Janeway: "Three people have slipped through the cracks on my ship. That makes it my problem."
