LIVING WITNESS
Season 4 : Episode 91

In 2374, Voyager trades the Vaskans medical supplies for dilithium. When a Kyrian raiding party boards Voyager, its leader Tedran seizes hostages including Seven and, when the crew forcibly rescue them, the Vaskan ambassador kills Tedran with his firearm. The Doctor witnesses the death and scans Tedran's dead body.

BACKUP DOCTOR:

Voyager's peaceful involvement with the Vaskans is misinterpreted by their enemies the Kyrians who make Voyager's crew into genocidal villains in their version of events. As a result, centuries in the future when the backup module Doctor is found during excavations, he suffers ignominy and the threat of execution for war crimes.

He is exonerated when the tricorder he used is analysed, supporting his version of events as it proves it was a Vaskan weapon which killed Tedran. The backup module Doctor says he is quite adept in the art of holographic programming, a fact which figures into the life of the (normal, non-backup) Doctor in 2377 in click for MEDICAL LOGS episode entry [#166 Author Author].

BACK-UP DOCTOR'S QUOTE:

To Quarren: "Isn't it a coincidence that the Kyrians are being portrayed in the best possible light? - martyrs, heroes, saviours? Obviously events have been reinterpreted to make your people feel better about themselves. Revisionist history - it's such a comfort."
